On the INEE website (INEE= Inter-agency network for education in emergencies) many resources can be found, including webinars on distance learning modalities. One of them focuses specifically on continuing education in low-tech and low-resource environments.
UNESCO , UNICEF, the World Bank and the World Food Programme have developed this guide: Framework for Reopening of Schools
The INEE website as well as the UNESCO website offer documents in other languages too, like in Arabic.
